City hall staff received a suspicious letter emailed to the general email account. After reviewing the E-mail, employees notified BPD. Police took a report. IP addresses suggested that the letter may have been associated with servers in Russia. After investigating the email, no physical evidence was located or information learned that would make the letter credible. |

NARRATIVE
An officer was on routine patrol when he observed a subject possibly matching the description of a suspect with an outstanding felony warrant. The individual was walking with another person. The Officer contacted the individual, who ran across the street against the pedestrian signal. A short time later, the Officer located and stopped the subjects. The officer refused to comply with Officer instructions and was placed into handcuffs. He also stated that he thought that he had a misdemeanor warrant from Clark County (WA). A check confirmed that he did have a warrant, but it was non-extraditable. The suspect was booked into jail for obstructing and cited for pedestrian violation. |
