The Bellevue Police Department today announced the arrest of three suspects for allegedly taking advantage of an older vulnerable family member by stealing more than $1 million of her assets.
An extensive investigation conducted by Bellevue Police’s Investigations Division discovered that after an 88-year-old female victim was diagnosed with a medical condition, distant family members Abner Eng (58-year-old male and nephew to victim), Manivone Misaengsay (49-year-old female), and Evun Eng (24-year-old male) swiftly made themselves power of attorney over the victim. The suspects then placed the victim in an assisted living facility, proceeded to sell the victim’s Bellevue residence, and collected large sums of money from the victim’s personal bank accounts.
Below is a brief timeline of the incident:
May 23, 2024: 88-year-old female victim is diagnosed with a medical condition.
June 14, 2024: Abner Eng was granted power of attorney of the victim. Evun Eng was listed as an alternate.
June 14, 2024: Victim signed documentation gifting ownership of residence over to the youngest suspect.
July 2024: Victim was moved to an assisted living facility.
October 2024: Victim’s residence, now in suspects’ possession, was sold for $917,400. The same month, the suspects purchased a home in Kent for $715.000.
June 2024 – September 2025: Suspects accessed and spent funds numerous times from victim’s bank accounts, totaling $194.965.04.
September 23, 2025: The King County Superior Court granted full guardianship and conservatorship to another distant relative.
April 2026: Victim was moved to state-funded assisted living facility.
Bellevue Police learned through its investigation that the suspects allegedly used the proceeds from the sale of the victim’s residence to purchase a home in Kent. The victim did not benefit from this sale. Additionally, the investigation found the funds collected by the suspects were used for other items that did not benefit the victim, including food, entertainment, bills for the Kent residence, home improvement projects, and shopping purchases.
In September 2025, the King County Superior Court granted full guardianship and conservatorship to another distant relative. By then, the suspects depleted the victim’s finances to the point that the victim was placed into a state-funded assisted living facility in April 2026.
Based on the investigation, the Bellevue Police Department developed probable cause to arrest the suspects. On Tuesday, July 28 at approximately 6:00 a.m., law enforcement conducted an operation on the 13000 block of SE 261st Place and arrested Abner Eng and Manivone Misaengsay. Law enforcement also arrested Evun Eng at the 20500 block of 24th Ave S. in SeaTac. Each suspect was arrested for the following crimes:
Theft from a Vulnerable Adult, First Degree
Money Laundering, First Degree
Identity Theft, First Degree
Abuse toward older or vulnerable adults can happen in any community. Bellevue Police ask community members to stay vigilant and look for signs that their loved one may be a victim. Law enforcement asks residents to stay connected with their loved ones, monitor loved ones’ bank accounts, and help loved ones protect their valuables.
If community members suspect abuse, Bellevue Police ask them to report it immediately by calling 911 and notify adult protective services or a trusted healthcare provider. Acting quickly can prevent further harm and ensure the older person gets the help that they need.
