An officer attempted to complete a traffic stop for an exhaust violation, and according to BPD Records, the vehicle was stolen.  As a high-risk stop was attempted, the vehicle eluded and drove over a 4-foot embankment and fled onto I-90, then to I-405 south. Washington State Patrol assisted, but the vehicle was not located.

 A possible shoplifter was contacted in the store, and the officer determined the individual had outstanding warrants from a local agency. The warrants were confirmed and following the arrest, the officer discovered suspected narcotics. The suspect was transferred to the local agency for booking on the warrants. Drug charges are pending.

 NARRATIVE

Loss prevention reported a man punching a woman in the face. Officers located the vehicle and followed as in meandered through Factoria. The vehicle, a rental, finally pulled over in a parking lot off SE 41st Ln. A male and female were detained via a high-risk vehicle stop. After a preliminary investigation, the officer arrested the male for Assault 1 against the loss prevention officer, DV Assault 4 against the woman in the pickup, and Drug Possession with Intent to Deliver. The female was arrested on the Drug Possession with intent to deliver charge. The Drug charge was based on the number of pills and three large wads of cash seen in the cab. The pickup was impounded pending a search warrant. Both subjects were booked into jail.

On Monday, 12-7, officers responded to the business regarding a subject panhandling outside the store. The manager asked the subject to leave. He refused and threatened to slap the manager. The subject left the area and could not be found. The primary officer established probable cause to arrest the subject for Harassment but had yet to identify him. Today, officers responded to the 10100 Blk of Main St. for a disturbance involving a subject panhandling. The subject was contacted, and the primary officer from the previous call recognized him as the subject who threatened the store manager. The subject was interviewed and admitted he threatened the manager. He was arrested without incident and booked into jail. An entry as an officer safety risk was requested due to threats made against the officers.

An officer responded to a domestic disturbance in progress between an ex-boyfriend and girlfriend. Recently, there have been frequent domestic disturbances between the subjects, and felony assault charges were filed on a separate case for the male. In this incident, the witness saw the male hitting the female on the houseboat. When officers arrived, the male was gone. The investigation revealed there was evidence for DV Harassment, Trespass, Malicious Mischief, and Theft. Charges were filed.

Officers responded to a physical disturbance between a construction worker and a pedestrian. The officers located the two involved subjects. A female subject stated that as she was walking down the sidewalk in a construction zone, a construction worker approached her. She advised he began to scream at her. She responded by spitting on him (unknown if the spit struck him). He then slapped her with an open hand. She attempted to hit him back, and that was when she advised he slammed her on the ground. The male advised that the female spat on him during their argument and made racist comments towards him. He advised that the comments got under his skin and caused him to react physically. Charges for Assault in the 4th degree were filed with the prosecutor’s office against the male.

Officer responded to a disturbance between two females, one a store employee.  The employee told officers that the suspect was screaming profanity inside the store. She stated she asked her to leave. She advised officers that the suspect responded by throwing hot deli soup at her. The suspect was arrested for Assault in the 4th degree and Criminal Trespass in the 1st degree since she had an active trespass on file for that location. She was booked into jail.

Officers responded to the mall and discovered two suspects shoplifted from the store after assaulting one of the Asset Protection Officers. Officers located the suspect running away from security. He gave verbal commands for him to stop, but he continued to run at him. The officer was subsequently able to safely take the suspect into custody. A female suspect was later detained down the street. The male suspect was charged with Assault in the 4th degree and Obstruction. The female was charged with Theft in the 2nd degree (shoplifting). Both suspects were booked into jail.

While on direct patrol, an officer located an occupied stolen vehicle parked in the SE corner of the lot. Officers initiated a High-Risk Stop of the suspect; however, he fled northbound the lot, damaging his vehicle and crashing a block away. A perimeter was set, and K93 officer and his partners initiated a track. The suspect was located by K93, hiding in a dumpster approximately 2 blocks North at a nearby business. The suspect was taken into custody. Officers discovered that suspect had a confirmed MISD Warrant out of Bothell PD. The suspect was transported and released into the custody of Bothell PD. He was advised that he would be summoned in the mail with a court date for his additional crimes. The stolen vehicle was recovered.

 NARRATIVE

A suspect assaulted his ex-girlfriend as she was walking home. The victim did not report it. A few hours after he assaulted her, he unlawfully entered her apartment, and a heated argument ensued. The suspect locked himself in the bathroom, clogged the sink and bathtub, and turned on the water. The victim fled. By the time she returned the suspect was gone, and the apartment was flooded, and so was the apartment below. There is probable cause for DV Burglary, Assault 4, and Malicious Mischief. The suspect was unable to be located.

 NARRATIVE

Officers responded to an unwanted subject at the gas station. While the clerk was on the phone, the suspect exited the store. The suspect went to the glass directly in front of the clerk, tapped on the window with a gun, and pointed it at him, causing the clerk significant fear. The suspect ran into a neighboring store and when officers arrived on scene within minutes, he couldn’t be located in the store. Two other officers located the suspect behind the gas station, trying to walk away. The officers could see the gun in the back of his waistband. The suspect hesitantly complied with officers’ commands to turn and put his hands up. He was taken into custody. Officers realized that he was the suspect of the DV from an hour earlier. He was booked into jail.

An officer initiated a traffic stop on the suspect vehicle on SB I-405 just before the I-90 interchange. The officer observed the violation on 112th Ave SE as the suspect vehicle left a business. The suspect fled from the officer and eluded. Approximately a minute later, NORCOM started receiving calls about a collision on EB I-90. BPD officers arrived on the scene and located a totaled suspect vehicle in the HOV lane of EB I90 just East of the I405. It was determined the suspect, a convicted felon, was located in vehicle, seriously injured, and reeking of Marijuana. The investigating officer identified the suspect vehicle.  He was transported to the hospital ,and once medically cleared, the suspect was booked into jail. A search warrant produced a loaded GLOCK pistol inside the vehicle.

The suspect was booked into jail.

Police responded to a domestic disturbance and determined that the intoxicated suspect had assaulted his roommate while arguing with her. The suspect was arrested and booked into jail.

 

Lock up your guns, be safe

Applications for firearms are up 200% in Bellevue since the pandemic began. Before residents can legally own a gun, they are required to file a Firearms Transfer Application with the police department, which includes a background check.

“With so many new firearms in the community, it’s imperative that people lock up their firearms and keep everyone safe,” warned Chief Steve Mylett.

Washington State law (RCW 9.41.360) requires gun owners to lock up their firearms. A gun owner can be criminally prosecuted if their gun gets into the wrong hands and a crime is committed with it, or if a “prohibited person” gets ahold of it, including a minor.

“We urge all gun owners to take a safety course, learn about your firearm, and store it safely. Also, please talk with your children, so they understand firearm safety. These steps could easily save lives,” said Chief Mylett. “We are in challenging and stressful times, and we need to be proactive to avoid tragedies.”

The CDC reports mental health issues, including suicides, have spiked across the country during the pandemic. Safely locking up firearms could avoid tragic events like the one in California where an 11-year-old boy took his life with a firearm during online school. “We mourn Adan’s loss as our thoughts and prayers are with his family. We must prevent these tragedies from happening,” said Mylett.

Car prowl report leads to major crime operation bust

Three people have been arrested in connection with a large crime operation involving ID theft, money printing, car theft, burglary, and weapons violations.  The initial report was filed online in October regarding a smash & grab car prowl in the middle of the afternoon.  The car was parked at the Bellevue Botanical Gardens, and the suspects took a purse and packages, then racked up more than $5,000 on the victim’s credit cards and withdrew $2,500 in cash, all within minutes before the victim returned to her vehicle. The victim reported the car prowl online.

Detectives quickly identified three suspects, a 29-year-old female, a 39-year-old female, and a 32-year-old-male, all Kent residents.  The suspects were seen on surveillance video using the credit cards shortly after the prowl. The investigation connected the suspect to multiple other ID theft cases, stolen vehicles, and many other crimes.

After developing probable cause, officers arrested all three suspects. The search warrant on their residence yielded four stolen vehicles, two stolen guns, $4595 in cash, thousands of dollars in fraudulently purchased merchandise, dozens of car key fobs, and personal information for an estimated 50 identity theft victims. Additionally, detectives recovered printers used to print fraudulent IDs and counterfeit money.  In all, police collected more than 60 bags worth of evidence.

USPIS inspector joins BPD as mail theft skyrockets

An inspector with the United States Postal Inspection Service (USPIS) is now embedded in the Bellevue Police Department to help crack down on mail and package theft. This partnership comes as Bellevue has seen a 72% increase in mail theft reports in November 2020 compared to 2019, and the trend is continuing into December. Additionally, package theft reports more than doubled in November, with 19 reported.

“Unfortunately, the actual numbers are probably much higher because people often don’t report the thefts,” says Major Andrew Popochock. “We hope that by working closely with the postal inspector, we’ll increase awareness, safety precautions, and arrests across Bellevue and the Eastside,” Popochock added.

The postal inspector is currently coordinating with BPD officers to investigate cases and respond when officers find crimes in progress. The USPIS is also deploying a Bait Parcel Operation across the Eastside. During this operation, detectives place trackers inside bait packages, and investigators follow the box and arrest the porch pirates in possession of the stolen package. The USPIS plans to continue this throughout the holiday season. Stressing the importance of reporting mail and package theft, the inspector continuously analyzes the data to identify patterns and links to Bellevue cases.

Officers responded to a restaurant after the reporting parting called 911 stating someone was acting extremely suspicious. The officers determined it was the same subject from other calls at businesses where he was being belligerent and causing a disturbance. After speaking with the victim, officers determined that he had challenged the victim to a fight outside the restaurant. Officers developed probable cause for harassment. He was arrested and charges were filed. A suspect had an appointment to renew his passport. He filled out the application incorrectly and was asked to fix it. While he was doing so, the next appointment showed up and started their appointment. When the suspect finished correcting his application, he tried to continue his appointment and was told he would need to wait until the current appointment was finished. The suspect began making threats to kill the postal employees referencing their race.  He said he was going to kill all Americans and all white people. The employee working the passport renewals became fearful that the suspect would kill him. One customer waiting in line was so fearful he texted 911 because he didn’t want the male to hear him calling. The suspect left before patrol arrived. Detectives arrested the suspect as he left his residence a few hours later.

A son reported that his parents never returned home today after a weekend in Packwood at a cabin.  They were supposed to have dinner at a relative’s house in Kirkland.  The officer contacted Lewis County Sheriff’s, hospitals, and WSP Lewis-County to no avail.  He then contacted the cabin phone number and talked to the cleaner, who advised the missing persons had left earlier and signed out.  The next day, the couple’s daughter reported her parents were fine and had gotten stuck in the snow and didn’t have cell service. A passerby found them and assisted them.

Bellevue Fire responded to an active fire. The fire was initiated in the trash chute of the south tower. No residents were displaced,  and there was no structural damage to the building. BPD provided traffic control for BFD for approximately 2 1/2 hrs.

An officer responding to an early morning burglary in progress in the 2900 block Richards Road noticed a male and female removing items from the business.  He ordered the suspects to stop and put their hands up.  Instead, they dropped the merchandise, jumped in their truck, threw it in reverse, and attempted to flee at a high rate of speed. The pair forgot there was a 5-7-foot ditch right behind the truck; the truck flipped upside down and landed in a foot of water.

Both suspects fled into the sticker bushes, where the 38-year-old male was quickly apprehended by responding officers.  A K9 track located the 33-year-old female after she spent nearly two hours in the cold.

After the female suspect was cleared for hypothermia, both suspects were booked into jail on investigation of Burglary 2nd Degree and Obstructing.  The male was also cited for Driving with a License Suspended.

An officer responded to an assist call at the mall.  The reporting party called in after tracking his stolen iPad to the location and was confronting a male who was near the ping.  The officer arrived on scene to find the two men in an argument.  The officer intervened and attempted numerous times to deescalate the situation, but the male became irate and began challenging the officer to a fight.  The suspect taken into custody on several domestic violence warrants and charges will be sent to the prosecutor for review for the male’s actions towards the officer. No iPad was ever located.

A patrol officer spotted two known wanted subjects riding their bicycles. The officer identified the suspects from a patrol watch bulletin and contacted the suspects confirming their identity along with the Felony Escape DOC/ MISD (Lynnwood PD) warrants. Both subjects were placed into custody without incident and booked into jail.  One suspect was in possession of suspected heroin (2gm) and additional charges are pending lab results.

An officer witnessed a suspicious occupied vehicle parked along a bike trail. The plate was queried, and police records indicated there was an active DV court order for the registered owner. Officers contacted the vehicle and determined the registered owner was present in the van – the respondent was the passenger. The suspect initially lied about his identity, but a DOL photo confirmed otherwise. The suspect had three prior no-contact order convictions with the registered owner.  The suspect was eventually booked into jail.

A suspect entered the warehouse area of the store and took two Samsung phones and a PS5 controller. When confronted, he locked himself in the bathroom. Eventually, he exited and ran out the back-emergency exit of the store leading to the railroad tracks. Officers were unable to locate him. The total loss was $1640.

 NARRATIVE

Officers were at a store conducting a direct patrol when they came upon a 2006 black Honda running, parked sideways in a handicap stall, without a placard or license plates. Nobody was inside. Further investigation found a suspect standing by the doors of the store intently watching the officers but stated it wasn’t his car. Inside the car were spider wrapped items, tools, suspected drugs and paraphernalia, and a phone. As the vehicle was being towed, the suspect approached the officers and admitted he was the “passenger” of the car and wanted his cell phone. The registered owner was not located. KCSO told officers that the registered owner was well known to them and heavily into organized retail theft and drugs. The vehicle is at the station, awaiting a search warrant.

Police responded to a domestic disturbance in progress and learned from security that they had observed the female suspect assaulting her boyfriend. Officers contacted the suspect and uncooperative victim. The suspect was arrested and booked into jail.

 

Child pornography suspect arrested and charged

Michael Maddock, suspect

Bellevue detectives arrested 53-year-old Michael Maddock for allegations of viewing and possessing depictions of a minor engaging in sexually explicit conduct on his personal electronic device. After receiving a tip from the National Center for Missing and Exploited Children, detectives served a search warrant on his Bellevue home in the 16600 block SE 26th Pl, where Maddock has lived for the past 18-months. 

Maddock was home as the warrant was served and cooperated with investigators.  Based on information gathered during the investigation, Maddock was charged by the King County Prosecuting Attorney’s Office with Possession of Depictions of Minor Engaged in Sexually Explicit Conduct 1st and Viewing Depictions of Minor Engaged in Sexually Explicit Conduct 1st.

During a traffic stop, the driver, a convicted felon, provided consent to search the vehicle.  Officers discovered the identity of the female passenger and located a DOC Escape Warrant for Vehicular Homicide.  The consent search of vehicle led to the discovery of ammunition, rifle magazines, ballistic vest, brass knuckles, and night optics.  The driver was booked on possession of dangerous weapons, driving with a suspended license, and paraphernalia. The passenger was booked on her warrant.

On 10/29, a male suspect was seen on surveillance walking near one of the service vehicles.  Employees later found that someone had removed the catalytic converter from the vehicle.  A Sawzall blade was found next to the vehicle. The suspect left in a Jeep style vehicle.

An abandoned, crashed vehicle was reported in the roadway. The vehicle was on fire and became engulfed in flames prior to Fire’s arrival.  The registered owner of the vehicle was determined to live three blocks away.  There was no answer on the cellphone or at the house.  The sister of the registered owner filed a missing person report stating this was atypical behavior. The investigation is ongoing.

A victim was withdrawing cash from the bank ATM when a sedan pulled into the parking lot, and a thin black male wearing a mask got out. The suspect approached the victim and pointed a gun at him. The suspect demanded the cash. The victim told him he was a cop, to which the suspect responded with “Oh God, he is a cop!” and ran back to the car jumping in the back seat as the car sped away. The suspect did not get any money or property from the victim. The victim is not actually a police officer.

Officers responded to the area of SE 6th Pl. and 154th Ave. SE after receiving calls of a traffic collision.  While enroute, officers learned the driver of the involved vehicle was attempting to flee, and several citizens were attempting to detain him.  Upon officers’ arrival, the driver/suspect was detained without incident.  An investigation was conducted, which revealed the suspect struck two parked vehicles and attempted to flee.  The suspect was ultimately transported to the BPD for a DUI investigation, which resulted in his arrest.

Officers responded to a disturbance at an apartment complex.  While enroute, officers learned the reporting party was being harassed by her neighbor/suspect.  The suspect is known to the police department from prior mental health calls at the same location (including one earlier today).  Upon arrival, officers contacted the reporting party, who stated the suspect had threatened her and made numerous derogatory comments/references about her race while doing so.  Officers determined probable cause existed for a hate crime, and the suspect was taken into custody without incident and booked into jail.

BPD Officer returns after third tour of duty

Officer Jesse Hjelmstad on patrol in Bellevue

Officer Jesse Hjelmstad is back patrolling Bellevue’s streets after serving his third tour of duty with the National Guard.  As a Sergeant First Class, Officer Hjelmstad led a platoon of 20 medics in Northeastern Africa, the Middle East, and Eastern Europe for the past year.

During the mission, Officer Hjelmstad and his unit trained with Jordanian forces in combat first aid, including setting up field hospitals and teaching the Jordanians how to care for themselves on the battlefield.

Hjelmstad left in fall 2019 and returned in late September to a changed world. “There were a couple of Seattle officers and a King County Deputy in my platoon, so every night we’d watched everything unfold online.  From the COVID-19 outbreak to the protests and civil unrest,” Hjelmstad remembered. “I was a little apprehensive coming back, but it’s been much better than I expected. I’m proud to serve my country and proud to be back with BPD.”

With three little kids at home, Hjelmstad said missing his family was the most difficult part of his deployment.  He has four more years in the Air National Guard.
