While conducting directed patrols, an officer observed several subjects quickly leave a vehicle and walk into the mall.  A check revealed the vehicle was stolen, so officers began checking the area for the involved subjects.  One of the passengers was located and arrested for a warrant.

A security guard interrupted an attempted catalytic converter theft and was peppered sprayed by the two suspects, who then ran northbound from the location. Officers set a perimeter, and a K-9 search was initiated. A vehicle owned by one of the suspects was located nearby, along with a stolen vehicle. The K-9 search did not locate the suspects.

A known subject was causing a disturbance at the establishment, then climbed up a light pole.  He was approximately 25 feet in the air, yelling and acting erratically. While up there, he damaged a traffic sign by kicking it repeatedly. He was eventually coaxed down and booked into jail.

The reporting party called about the welfare of his neighbor.  He observed several packages had been outside her home for several days.  He added that she receives numerous packages, and they are usually picked up quickly.  He also usually sees her walking around the complex.  Officers arrived to find two-day-old food delivered by, Grub hub which had been unopened along with a package.  Her car was outside and had collected dust.  Officers called maintenance and were provided a key. She was not inside.  The following day detectives returned to the location.  Missing neighbor was at home, she had been on vacation.

An employee called about a male shoplifting and concealing merchandise in his clothing while trying to push out a cart.  Officers arrived and developed probable cause.  They found the suspect hiding behind a bush nearby. The merchandise was recovered, and the suspect admitted to the theft. He was arrested and advised he would receive a summons in the mail and was released.

The caller saw a light green car parked in front of the neighbor’s house with two men sitting inside. They witnessed the passenger exit the house with something and get into the car. The car left but returned a few minutes later. The passenger got out again and spent about 5 minutes in the house. He exited with a pillowcase full of something. He got in the car and fled. The investigation is ongoing.

Staff members called for aid for a male who had been struck with a bottle. The male and a female had been seen arguing throughout the day by staff.  The victim was found on the ground outside elevators near his room.  The victim also had four scratches across his face, which appeared to be from fingernails.  The victim claimed he could not remember what happened when questioned by police but did state the couple was arguing.  The couple’s hotel room was observed, and a broken bottle was found, which appeared to substantiate the victim’s initial claims to staff.  The suspect was arrested and booked into jail.

Officers responded to a silent alarm, and when they arrived, there were no obvious signs of forced entry. A vehicle was stopped leaving the area, and a bag full of laptops and miscellaneous electronics belonging to the business were found staged outside. Officers located the driver, and he was arrested for driving with a suspended license. Once inside the business, it appeared several offices had been entered. A K-9 track from the business found a discarded coat and a flashlight. The case was forwarded to investigations.

The suspect, for no known reason, ran up to the victim, slapped a phone out of his hand, and they began to fight.  During the altercation, the suspect punched the victim and stole his car keys.  As he was running away, he attempted to steal an unknown victim’s purse.  A witness followed the suspect, despite being berated by him endlessly.  Officers located the suspect and detained him. The victim’s property was returned, and he only sustained minor injuries. The suspect was booked into jail.

A pedestrian was crossing NE 8th St, not in any proximity to a crosswalk, and was struck by a vehicle.  The driver remained on scene, was cooperative and not intoxicated.  The pedestrian was uncooperative, refused to identify himself and was likely under the influence of a controlled substance.  He was later taken to the hospital by his mother, who verified his identity.  Traffic assumed the investigation.

The caller reported that her ex-boyfriend violated the DV No Contact Order by coming to her residence in Issaquah on 03/01/22 at about 0600 hours. The suspect lives in Bellevue. Officers attempted to contact him but were not successful. Issaquah PD was notified of the incident and developed probable cause for the subject. The subject was not located, and a report was taken for documentation.

A suspect who had stolen several packages on Sunday decided to return today in the same vehicle he used on that day.  The building manager recognized him and called police.  The suspect was contacted and later booked in jail for the theft.

Two suspects robbed the store at gunpoint while a third waited in a vehicle. One suspect shot a round into the ceiling as he entered, then demanded the money in the till and asked to be taken to the safe. The suspects’ vehicle was described as a boxy white vehicle. About 8 minutes after the initial call, an officer located a similar vehicle traveling southbound on I-405 by Coal Creek. When he turned on his emergency lights, the vehicle took off.  When he shut down his lights, the vehicle returned to normal. The officer followed the vehicle at a distance as it traveled onto I-5 until it was eventually lost in traffic. A short time later, WSP called out with the vehicle, which had rolled over on I-5 and was unoccupied.  Several Bellevue units assisted with a perimeter while WSP and Des Moines assisted. The suspect could not be located. Items taken from the store and a gun were located in the suspects’ vehicle.

Police responded to a possible burglary in progress and determined that the suspect was squatting in an unoccupied, unlocked apartment without permission from the owner. Probable cause was established for criminal trespass. Officers formed a contact team and plan, then contacted the suspect. De-escalation techniques were utilized and he suspect eventually exited onto the rear patio area and was taken into custody without incident. He was booked into jail.

Police responded to a possible car prowl in progress. The caller reported observing suspects driving through the area with their lights off and looking into vehicles. Officers initiated a traffic stop and detained the suspects. Officers could not locate a victim’s vehicle or confirm any additional details to build probable cause. Minutes later, officers were notified by Kirkland PD that they had just received information on a car prowl within their city with the suspects matching the above subjects. Officers shared the information shared with KPD.

The investigation was released to Seattle PD.

Police responded to a call of an occupied residential burglary that had just occurred. The victims reported that the suspect entered their home through an unlocked front door, stole their truck keys, and stole their truck from the driveway.  Officers located the victim’s vehicle in a nearby neighborhood, but after attempting a traffic stop, the suspect eluded all police attempts to stop it. Approximately an hour later, the victim reported that her credit card had been used at a business in Puyallup. Puyallup Tribal PD was contacted and was given a description of the suspect and vehicle. The investigation is ongoing.

An officer initiated a social contact with a suspicious vehicle and discovered that the vehicle was stolen. While attempting to detain the occupants, the suspect driver violently fled the area in the stolen truck, causing the officer to narrowly escape being run over.  The officer had probable cause Assault 1. Officers conducted an extensive area check for the suspect vehicle and broadcasted the information to neighboring police agencies. Approximately an hour later, Issaquah Police advised that they had located the suspect vehicle and had the suspect in custody. BPD Units responded to Issaquah and positively identified the suspect. He was booked into jail.

The victims stated that the suspects had handguns, pointed the guns at them, and ordered them out of their vehicle. The victims stated that the suspects got into their vehicle and took off, last seen headed southbound on 123rd Ave SE. Officers conducted an extensive area check for the victims’ vehicle and the suspects. The victim sent a nude photo of himself to someone he met on Instagram.  The suspect threatened to post the photograph online unless they were sent $1000.

 

Moving company scam alert       

Buyer beware – there’s a Craigslist scam going around the Puget Sound area where a moving company claims to be reputable, even cites a business license, address and phone number.  The problem is when they get your belongings in their truck, they’re holding them for ransom, four to five times the amount of the original agreement. One victim refused to pay, and the suspect stole $40,000 worth of property.

Here are precautions you can take to protect yourself when hiring movers –

  • Hire a local company – avoid doing business solely over the internet
  • Get at least three estimates – be suspicious of unusually low bids or estimates given over the phone or internet without someone inspecting the job in person.
  • Verify credentials – confirm the moving company is permitted by the Utilities and Transportation Commission (UTC). The UTC regulates residential moving companies conducting moves within Washington state. A moving company operating in Washington must have a valid UTC permit. If you are moving in-state, check out Movers (wa.gov). If you are moving across state lines, check the company’s permit status with the Federal Motor Carrier Safety Administration (FMSCA) or call 1-800-637-0637.

Armed robbery investigation

Detectives are investigating an armed robbery at a Factoria marijuana dispensary at 11:30 am Wednesday. Employees reported two suspects robbed the store at gunpoint and then fled with cash and product. Employees saw the suspects flee in a gray Nissan Maxima driven by a third suspect.

Officers pursued the suspects, given the serious nature of the crime and the weapon used.

“Any decision to pursue a suspect is highly scrutinized, and we balance the threat posed by the suspects with the risk the pursuit poses to the community,” explained Chief Wendell Shirley. “In this case, these suspects were armed and extremely dangerous, and we needed to get them into custody to prevent further harm.”

A supervisor approves all pursuits, and they are continuously evaluated throughout the event to assess the risk.

Officers pursued the suspects as they drove into Seattle, through Renton, and back into Seattle, where one suspect was taken into custody after the car stopped near Findlay and 37th Ave S.

Seattle police took over the scene and arrested a second suspect. The third suspect was barricaded in an outdoor shed when shots were fired, and the suspect was hit.  Seattle PD will be providing further updates on the officer-involved shooting.

New crisis response pilot program

The Bellevue Police Department, in partnership with Bellevue Fire CARES, piloted a new co-responder program to provide support and resources to those in crisis. The Community Crisis Assistance Team (CCAT) paired specially trained officers with mental health professionals to better serve these vulnerable community members by connecting them with services, addressing their underlying issues and reducing recidivism.

“We continue to see an increasing number of 911-calls involving individuals in crisis and recognize the need to imagine new ways to respond to these calls to ensure the best outcome for the individual, their families and the community,” said Chief Wendell Shirley. “CCAT members were given the time to work with individuals to find appropriate resources and were able to follow-up to ensure they received care.”

The CCAT pilot program ran from May through August 2021 and tested three models; one non-uniformed officer and a mental health professional, two non-uniformed officers and two mental health professionals responding when requested by uniformed officers. Each officer assigned to CCAT received extensive training in responding to crisis situations, including mental health first aid, crisis intervention, trauma-informed care and other topics applicable to their roles.

 An independent program evaluator conducted an academic analysis of the pilot program, which evaluated statistical data and included personal interviews of individuals CCAT served as well as community service providers. You can read the report here.

“The CCAT evaluation showed not only a reduction in arrests, use of force and unnecessary emergency room visits, but also an extremely high level of satisfaction from those served by CCAT,” Chief Shirley stated. “CCAT was highly effective.”

Convicted sex offender arrested for soliciting a minor

Bellevue detectives arrested a 49-year-old convicted sex offender for contacting a minor on a social media platform and agreeing to pay for sex acts. What the suspect didn’t know is that he was communicating with an undercover Bellevue detective.

The Puyallup resident is a four-time convicted sex offender, convictions which involved child molestation and rape of a child. He’s accused of propositioning a 16-year-old boy in this current case.

The King County Prosecutor’s Office has charged him with Attempted Commercial Sexual Abuse of a Minor and Communication with a Minor for Immoral Purposes. The judge set bail at $50,000 and the suspect is out of jail.

Free catalytic converter etching event

To help deter catalytic converter thefts, the Bellevue Police Department is launching Project CATCON ID with a free etching event. CATCON ID promotes theft prevention measures, including painting and etching events, where community members can get the last eight digits of their vehicle identification number etched on their catalytic converter and painted for free.

Honda Auto Center of Bellevue is hosting the first event with appointments available Monday-Friday, March 7-11th, from 1:00 – 5:00 pm. Appointments are required and will take approximately 30 minutes. You can register through this link.

Bellevue police officers and our Crime Prevention Officer will also be on hand to give out a sticker to place in the windshield, indicating their catalytic converters have been marked as a further deterrence. They will also be available to answer questions about safety and crime prevention. 

Earlier this week, Chief Wendell Shirley announced the Eastside Catalytic Converter Task Force to help crack down on the thefts, including those buying the converters, stating there’s no easy solution to this rising problem. “We need to tackle this from all angles. Our task force will investigate and arrest the thieves. But we also need to partner with our residents and educate them to help prevent thefts in the first place. Etching the VIN and painting the converters will deter some thieves and scrap yards from buying them.”

The Everett Police Department initiated Project CATCON ID with great success helping their residents get their converters etched and painted. The National Insurance Crime Bureau has also financially supported these projects to help crackdown on catalytic converter thefts.

New Catalytic Converter Task Force to tackle thefts

With skyrocketing catalytic converter thefts across the country and in King County, nine Eastside law enforcement agencies, including eight police departments and the King County Sheriff’s Office, are banding together to combat catalytic converter theft. The task force members will share case information, intelligence and resources to help address the costly and growing crime problem.

“We have seen exponential growth in catalytic converter thefts across the region and it needs to stop,” said Bellevue Police Chief Wendell Shirley at a news conference announcing the task force. “These thieves are hopping from city to city stealing these converters in a matter of minutes. We’ll have a much better chance catching the prolific offenders by combining our investigative resources.”

A catalytic converter is a device that converts toxic exhaust gases from an internal combustion engine into less-toxic pollutants. The converters contain precious metals in a muffler-like package attached to the exhaust pipe. It’s readily accessible underneath the car, and thieves can steal them within minutes. They sell them for the precious metals, and it can cost car owners thousands to replace.

“Catalytic converter theft is a big problem with no easy solution. We need to think outside the box when tackling this issue and target the thieves and those that purchase the stolen catalytic converters,” Shirley added. “We believe the Catalytic Converter Task Force put us in a better position to do that.”

The departments formed the task force in November, and the agencies have already arrested 11 catalytic converter thieves. The departments are sharing that information and building a database to track and investigate potential “bigger fish.”

The nine law enforcement agencies on the task force include Bellevue, King County Sherriff’s Office, Redmond, Kirkland, Bothell, Medina, Clyde Hill, Mercer Island and Issaquah.

In addition to the task force, the Bellevue Police Department is launching Project CATCON ID, which will offer residents free catalytic converter etching & painting events to help deter thieves, as well as other theft prevention strategies. Transformational Policing comes to Bellevue – aims to strengthen community relations  

The Bellevue Police Department is launching a new ongoing training program to bring officers and community members together to have candid conversations that build trust and understanding. This training will address critical topics, including implicit bias, procedural justice, use of force, and police reform.

“This training is critical to building trusting relationships with the communities we serve,” said Chief Wendell Shirley (Interim). “Every one of our officers will attend this training with the goal that both the officers and community members will come away with mutual respect and understanding.”

The initial training, Transformational Policing Model (TPM), offers a cultural shift that promotes justice and equity and fosters trust and collaborative community relationships. TPM provides a safe place for community members and officers to have frank discussions, focusing on unity, understanding, inclusivity and education. TPM also focuses on the history of police and community relations to give perspective to the crucial conversations that occur during the training. The result empowers officers to make positive changes to benefit the communities they protect and instills community confidence in policing.

The 16-hour interactive course is scheduled for February 23-26, 2022, and will pair 15 community members with 15 police officers. Due to the pandemic, this workshop will be held virtually, with future sessions in person.

“The Bellevue Police department enjoys tremendous support from our community, but we can always improve. We want to get everyone in the room for an honest discussion about the important social justice issues facing us today, and we want to find solutions,” Shirley stated. “We are committed to working on these issues and building the best police-community partnership we can.”

Car stolen after detail shop rammed

Suspect(s) slammed a white Chevy Cruz into an auto detail shop in the 2200 block 120th Ave NE just before 10:30 pm Monday, February 14. Another suspect arrived in a separate vehicle, then the suspects entered the shop, and one fled in a stolen Porsche. Another suspect took off in the Chevy that they used to break into the building, and the third suspect sped away in the third car. A total of three vehicles were involved, two that the suspects arrived in and one that was stolen.

31-year-old suspect in custody

A short time later, Washington State Patrol responded to a single-car crash involving the Porsche near NE 8th St and the northbound I-405 onramp. Troopers located a 31-year-old male and arrested him in connection with the car theft.

When officers ran the plates of the Chevy Cruz, they learned Fife PD had just impounded it after it was used to ram into a dealership in that city. The suspects fled that scene on foot.

We are still searching for at least two suspects. The investigation is ongoing.
