Community Meeting: Use of Force policy reform update

Chief Wendell Shirley (Interim) invites the public to a virtual community meeting to update the department’s use of force policies following an independent review..

During the summer of 2020, the City of Bellevue and the police department recognized the strained police-community relations following several high-profile national incidents. This included the murder of George Floyd by a now-former Minneapolis police officer. The events sparked a national debate about police legitimacy, procedural justice, and policing in general, specifically of communities of color.

As a result, the city hired a consultant in September 2020, the Office of Independent Review Group (OIR), to conduct a comprehensive review of the police department’s use of force policies. The review intended to identify whether reforms were needed and reform the police policies where necessary. It also included a commitment to engage with the community, seek input, and report findings.

OIR issued its final report in April 2021, citing 47 recommendations. Since then, the department has responded to 32 of the 47 recommendations, with eight more expected to be posted by the end of the week. You can find the progress report here.

Please join us for an update on the reforms and to ask questions. The meeting will be virtual. Wednesday, January 12, 2022, from 6:30-8:00 pm. Please register on Eventbrite.

Chief Shirley will also discuss the department’s research into a body-worn camera program.  You can post questions for the meeting or provide feedback on the Engaging Bellevue webpage.

Search for bank robbery suspect continues

Bellevue police continue to search for a suspected bank robber who fled from 10300 Blk NE 10th St. just before 3:30 pm on December 21. The suspect entered the bank and gave the teller a note demanding cash. He fled in a black vehicle at a high rate of speed after police were called.  Officers were able to locate the car and attempted to pull it over, but the suspect fled, driving recklessly through the Wilburton neighborhood, then to Kelsey Creek.

The suspect ditched the vehicle in Kelsey Creek Park and ran away. Several dozen officers, K9 units, and a couple of unmanned aerial devices responded in the search. After several hours, the K9s lost the scent and suspended the search.

The suspect is described as a mixed-race male in his mid-20s, 6’2”, and a medium build. He entered the bank wearing a black mask, black shirt, yellow construction vest, and white gloves. He is suspected of previously robbing another Bellevue bank. He had indicated to the tellers that he had a weapon in prior robberies, although he’s never displayed one.

It is safe for community members to resume their normal activities as we do not believe he is in the area; we ask that you remain vigilant and report any suspicious activity to the police. You may call the police non-emergency number at 425-577-5656.  If it is an emergency, call 911 immediately.

Armed suspect arrested as detectives target prostitution demand

Recovered guns

A 38-year-old man was arrested on investigation of patronizing a prostitute during an undercover vice operation at a Bellevue motel. The man agreed to a date through an online app with what he thought was a prostitute. When he arrived, he was arrested, and detectives learned that in the past he had made statements to police about wanting to kill a prostitute. Detectives then found two guns in his waistband.

“Prostitution is not a victimless crime. Many sex workers become victims of robbery, assault and rape,” stated Captain Shelby Shearer. “But in this case, we very easily could have prevented something bad from happening.” In all, detectives arrested 16 men for patronizing a prostitute during the one-night sting operation.

“Any comprehensive approach to combating human trafficking must include dealing with the demand, which is why we conduct the vice stings,” said Shearer. “We want to send the clear message to these suspects, don’t engage in prostitution, and certainly don’t do it in Bellevue,” he added.

The suspects agreed to pay anywhere from $80-$280 for sex. Some brought sex paraphernalia, alcohol and narcotics. Patronizing a prostitute is a misdemeanor and the Bellevue city prosecutor will recommend suspects attend a mandatory 10-week program, Stopping Sexual Exploitation through Seattle Against Slavery. This program teaches how sexually exploiting women causes them harm and the suspects will learn tools to create healthy relationships in their own lives.

“Our ongoing investigations show that countless people are being trafficked and commercially sexually exploited in the City of Bellevue. We have identified children, domestic violence victims, foreign nationals, and other highly vulnerable and marginalized people who are being harmed through the illicit sex trade,” Shearer explained. “We continue to identify these victims and try to connect them with services. We remain steadfast in addressing the demand for commercial sex, which fuels the sex trafficking industry. We will continue to hold sex buyers accountable for the harm they are perpetuating in the community.”

If you or someone you know is a victim of human sex or labor trafficking, you are encouraged to contact Bellevue Police at ViceHT@bellevuewa.gov. Call 911 if you are in immediate danger.
