We are seeing an increase in fraud, theft, and ID theft cases involving people claiming to be Chinese government officials. The suspects contact the victim and claim they are in trouble and must pay money to fix the problem. The scams take many forms, wiring money, purchasing and electronically sending gift cards, or telling someone to withdraw money and hand it over.

In one case, the suspects provided official-looking credentials to prove they were Chinese police officers, but they weren’t. These are scams! Please do not reply or cooperate with anyone claiming to be an overseas official asking you for money. Instead, call your local police department, and they will check it out. It is better to take the time to verify than to be out thousands of dollars.
Dear Bellevue Community,
Recent mandated police reforms passed by the Legislature in Washington state reflect changing societal expectations on the role of law enforcement and focus on reducing police interactions that may result in potential uses of force by law enforcement.
Several new laws that govern policing will go into effect Sunday, July 25, 2021. The bills create a civil standard that limits the circumstances in which physical force and deadly force may be used. In addition, they prohibit the procurement or use of certain military equipment and impose new restrictions on some police tactics, including neck restraints, no-knock warrants and vehicle pursuits. The legislation also requires officers to intervene in and report any out-of-policy force they witness. While some of the laws do impact how officers will respond to certain calls, they will not affect the dedication of the men and women of the Bellevue Police Department to deliver first-class service.
We will continue to respond to all calls for service. We will investigate and document all crimes in accordance with state law.
The Bellevue Police Department continually evaluates and reforms all policies to ensure they align with best practices and reflect community input. For this reason, many aspects of the new laws will not impact Bellevue police, as our policies are already in compliance. However, several new requirements will affect policing.
House Bill 1310 limits when an officer can use “physical force” when investigating criminal conduct and requires officers to use a reasonable duty of care prior to using physical force. Under this new law, officers may not use physical force to forcibly detain a person for mere suspicion of a crime. Reasonable physical force may be used when necessary to make an arrest for a crime when probable cause has been established, a higher standard than reasonable suspicion, or if there is an imminent threat of bodily injury to the officer or another. This means our officers may take additional investigative steps prior to making a physical arrest for a crime, which may take additional time.
Similarly, officers respond to many non-criminal calls. Under the new law, officers may not use physical force to transport an individual in crisis for evaluation or treatment or forcibly detain a juvenile runaway unless the person is in imminent danger of bodily harm to themselves or others or there is probable cause that a crime has been committed. Officers may rely on de-escalation skills or attempt to assist crisis responders but may have to leave a scene if there is no imminent threat to the person or others, or no crime has been committed.
The Bellevue Police Department strongly supports decreasing potential uses of force by law enforcement. However, the new laws may alter the way in which we investigate calls for service and assist in aiding those in a mental/behavioral health crisis. As a result, there will be circumstances where officers may let a suspect go and walk away from the situation until probable cause is established for a crime to avoid having to use physical force.
It’s important for the Bellevue community to understand these new state laws and their impact. Our officers will continue to provide professional services while working within the law.

The victim left his vehicle running while he ran inside to get his phone. When the victim returned, he observed his vehicle being driven away by the suspects. The victim’s vehicle turned onto westbound NE 8th St and immediately turned into a nearby parking lot. The victim ran down the street to confront the suspects. The victim entered his vehicle and punched the suspect driver several times. The suspect pulled out a handgun and it was initially reported that several shots were fired, none striking the victim. It was later determined the suspect just brandished the gun. The victim quickly exited the vehicle and ran away. The victim’s vehicle was then last seen fleeing westbound on NE 8th St. Officers located the vehicle, abandoned, in the 12500 Blk NE 6th Pl. Seattle K9 responded to conduct a track, and an officer located a suspicious vehicle leaving the area and conducted a traffic stop in the 300 Blk 116th Ave SE. The victim positively identified the two in the carjacking. Officers located the firearm in the bushes near the abandoned vehicle. The two suspects were booked into jail. |

Detectives have arrested an 18-year-old Renton man in connection with the fatal shooting in the parking lot adjacent to the Factoria cinemas. About 8:30 PM Wednesday, officers responded to the Factoria AMC cinemas for a report of someone being shot. When crews arrived, they found a teenaged male who had been shot in the chest with a shotgun. Officers immediately began life-saving efforts. Bellevue Fire crews took over and transported the victim to Harborview Medical center, where he unfortunately died.

The suspect was seen on surveillance fleeing the scene in a silver sedan. Detectives followed leads throughout the night. Early Thursday, they developed information that the suspect was possibly in Renton. When detectives arrived at the Renton home, they located the silver car and saw the suspect. He was taken into custody without incident.
The victim and the suspect knew each other, but the exact nature of their relationship and the motive for the shooting are unknown. The King County Medical Examiner is working to positively identify the victim. The investigation is ongoing.
Case # 21-32610
A 34-year-old man is in custody for investigation of homicide following a shooting at a Bellevue Tavern. Shortly after 10:00 PM, officers responded to a call in the 900 block of 108th Ave NE. Witnesses reported that someone had been shot at Sam’s Tavern and that the suspect had fled the area.

Officers located a female with a gunshot wound and immediately began life-saving measures. Once the scene was clear, Bellevue Fire crews rendered aid, but unfortunately, the victim passed. The exact relationship between the victim and suspect wasn’t immediately clear, but it is a domestic violence situation.
Following an extensive search, the suspect was located and arrested without incident just before midnight. The investigation is ongoing.

The suspect called in because she thought she had left her keys in a changing room and was requesting assistance getting them back. While assisting the suspect, the officer learned she had a DV Assault warrant out of Tukwila. Upon confirmation of the warrant, the suspect was searched incident to arrest, and the officer discovered 14 grams of suspected methamphetamine in a bag, later determined to be the suspects. Based on the quantity and the 25 small plastic baggies found in her possession, charges for drugs will be forwarded to the prosecutor’s office. She was booked into jail without incident. |

Officers arrived in the area and observed a black SUV had been traveling northbound on Bellevue Way NE at the 200 block. The suspect SUV made no attempt to stop and continued northbound on Bellevue Way, driving on three tires and leaving a trail of sparks and hot metal. The suspect vehicle was located in Kirkland on LK Washington Blvd NE and the driver, who appeared to be extremely intoxicated, was detained by officers on scene. Following a DUI investigation, the suspect was arrested and booked into jail. The victim was not seriously injured. |

Officers arrived on scene and initiated a social contact with the male suspects, who refused contact and fled from location on foot. The female suspect was contacted, and officers developed reasonable suspicion to detain the female, observing suspected drug paraphernalia within the vehicle in plain view. The female suspect played the name game but was eventually identified, and officers determined that she had an outstanding, confirmed DOC Warrant for Escape Community Custody. She was arrested and booked into jail. The other two male suspects could not be located. The investigation is ongoing. |
